Sometimes it is a close call whether a complaint properly falls within the DDC's bailiwick or, alternatively, under the rubric of New York State's attorney-client fee dispute arbitration program. Governing representations commenced after January 1, 2002, the relevant rules mandate arbitration, at the client's behest, where the amount in controversy ranges from $1,000 to $50,000. See generally 22 N.Y.C.R.R. pt. 137 (2005).
